How can I fasten a 2 by 4 wall frame to a drop ceiling grid? Isn’t the whole grid hanging on wires?

You have it backwards. You saw a drop ceiling fastened to the top of a wall. Drop ceilings are not structural components. Walls most definitely are. So you need to engineer your wall in such a way that its existence does not depend upon the ceiling grid in any way. If it did, that would make for a very unsafe wall.
